    VT Group is seeking Project Planner/Cost Estimator located in located in Virginia Beach, VA.


    Incumbent will be responsible for the creation of the WBS and associated cost estimates with input from the Project Management team and Subject Matter Experts.  Will be creating WBS and cost estimates to include the estimation of labor, equipment and material costs.  Will assist in the development of the statement of work for subcontract pricing and the creation of technical proposals from templates, historical documentation, or from initial creation.  Will also provide estimating data for use by Project Controls and the Project Management team upon award.


    Specific duties include:


    • Develop detailed Task Order price estimates including narratives explaining basis of estimate, ground rules and assumptions for Navy C4I systems.
    • Interpret statements of work (SOW), interpret blueprints, drawings and specifications to develop work breakdown structures (WBS) and technical approach proposals both independently or with input and assistance from Subject Matter Experts (SME’s) for creation of project cost estimates. Must be able to do take offs from drawing packages and produce detailed WBS to help develop basis of estimate, critical milestones and schedules.
    • Perform ship-check level validation of work packages
    • Coordinate with Program Management Office (PMO) and Project Planning.
    • Familiarity of key industry production, process, procedure, regulatory / compliance issues and Government roles related to business area.
    • Familiarity with cost accounting standards (CAS), Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), and Defense Contract Audit Agency (DCAA).



    • Must have working knowledge of functional groups such as Finance, Contracts, Supply Chain, Quality, etc.  Demonstrated knowledge of Ship, Submarine and Shipyard operations preferred. Federal Government contracting including FAR and Labor Laws.
    • Must have current active security clearance.


    • Bachelor's Degree and two years experience preferred or Associate Degree and three years of related work experience or HS Diploma and five years of related work experience.
