    VT Group is seeking a Senior Pricing Analyst located in Chantilly, VA.

    Responsibilities

    Responsible for analyzing specifications, proposals, and other documentation to prepare time, cost, equipment and material, and labor cost estimates for contracts and/or projects or services. Performs duties independently and/or based on input from project management team and subject matter experts.

    • Support the Team by providing Inside and Outside Plant (ISP/OSP) design and estimating expertise for the public and commercial sectors to include expertise Information Technology infrastructure systems and solutions.
    • Develop complex cost estimates and prepare and deliver associated timely and price-competitive proposals that comply with customer needs.
    • Work with sales/business development and operations personnel to estimate jobs, provide design expertise and may oversee customer projects.
    • Support the development of fully compliant proposals for both public and commercial  sector RFPs.
    • Lead site survey, design and estimating activities.
    • Maintain corporate relationships with the vendor community to ensure the latest technology and products are leveraged.
    • Maintain industry certifications to ensure compliance with mandatory requirements for contracts.
    • Coordinate sub-contractor selection.
    • Computes cost factors and prepares estimates used for management purposes such as planning, organizing, and scheduling work; preparing bids; subcontractors; and determining cost effectiveness.
    • Reviews and interprets RFP documents and statements of work (SOW); interprets blueprints, drawings, plans, and specifications to develop work breakdown structures (WBS), technical approach proposals and project estimates for federal and commercial bids. Does so independently or with input and assistance from Subject Matter Experts (SMEs). Ensures proper documentation of project estimates and budgets.
    • Identifies risk associated with project scope(s) and contract(s) and formulates estimates to resolve issues.
    • Consults with clients, vendors, and others to discuss and formulate pricing and cost estimates and address and resolve issues.
    • Develops SOWs, primarily for subcontract pricing; creates technical proposals from templates, historical documentation, or  original input.
    • Organizes and manages a centralized cost estimating database and a formal process to support pricing and cost estimating to ensure historical data is utilized.
    • Assists management and estimating teams in the improvement and streamlining of existing processes, procedures, and systems; provides improvement recommendations to minimize future discrepancies between estimated and actual costs.
    • Develops detailed project cost and price estimates including narratives that describe and substantiate basis of estimates (BOE); defines assumptions and exclusions; and ensures all align with contract or project requirements.
    • Identifies cost and pricing trends to advise and assist management in maximizing cost effectiveness and improving processes and procedures.
    • Coordinates with appropriate stakeholders within the company as required; may provide guidance and expertise when appropriate.

    Qualifications

    • Bachelor’s Degree with at least five (5) years’ related work experience, or combination of education and experience.  Experience must reflect project manager, technical leadership, and ISP/OSP design and installation experience.
    • To perform this job successfully, an individual should have a high level of knowledge of and experience with MS Office applications to include MS Project, and advanced working knowledge of Accubid Estimating Software
    • Demonstrated “ownership” mentality
    • Interpersonal skills to coordinate with various levels of management, technical staff, and clients; ability to influence and lead groups with or without direct line authority.
    • Ability to work as a contributing team member and collaborate across functions.
    • Proven ability reviewing and interpreting federal and commercial statements of work (SOW), blueprints, drawings and specifications and developing work breakdown structures (WBS) and technical approach proposals to create contract and/or project estimates.
    • Creative problem-solving and analytical skills to define problems, collect data, establish facts, assimilate information, and draw conclusions.
    • Must possess organization skills, detail orientation, and ability to work in a fast-paced environment.
    • Current familiarity with key industry production, processes, procedures, regulatory / compliance issues and government roles related to business area to include cost accounting standards (CAS), Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), and Defense Contract Audit Agency (DCAA).
    • Ability to read, analyze, comprehend, and interpret technical and legal documents and  financial reports; specifically, Requests for Proposal (Quotes), specifications, and entire drawing packages with the intent of determining the cost associated with labor and materials necessary to perform the work.
